Distressed Toddler Falls from Second-Story Window

A young woman and man from West Virginia, aged 23 and 22 respectively, have been apprehended following an incident where a 3-year-old child under their care reportedly fell from a second-story window. The child was allegedly attempting to escape a locked room and was later discovered wandering near a busy road. The individuals, identified as Victoria Frampton and Anthony Grogg, were arrested on Thursday and are facing charges of gross neglect of a child, creating a substantial risk of death or serious bodily injury, according to court documents.

On September 17, Frampton and Grogg were reportedly caring for the child and decided to install a child lock on the inside of her room to prevent her from leaving. The child was left alone in the room for approximately two hours, during which neither adult checked on her. It was also noted by the police that there was no camera or child monitor in the room, leaving the adults with no way to know if the child was in distress or required help.

The child reportedly became so distressed that she removed the mattress from her bed and used it to climb out of a second-story window. Security camera footage obtained by the police allegedly showed the child hanging from the roof before falling to the ground. The footage revealed her falling about 10 feet onto a bed of gravel. She was seen rolling on the ground, seemingly in great pain, before eventually standing up and walking towards the busy road.

Approximately 45 minutes later, a neighbor noticed the child wandering along a heavily trafficked road and contacted the police. The neighbor also attempted to reach Frampton and Grogg but was unsuccessful. Even after the police arrived, both the officer and the neighbor were unable to reach Frampton or Grogg by phone, despite trying for nearly an hour.

When the authorities were unable to contact the suspects, they went to the child’s home. However, they were unable to make contact with Frampton or Grogg until an officer entered the home through the child’s open window. Upon speaking with the authorities, the suspects reportedly admitted that they were unaware that the child had managed to escape the bedroom.

Both Frampton and Grogg are currently being held at the North Central Regional Jail. Their bond has been set at $200,012.
