Authorities say an 8-year-old girl survived on birthday cake after being left without proper supervision on multiple occasions.
FORT BEND COUNTY, Texas — A Texas woman faces felony charges after investigators alleged she left her 8-year-old daughter alone for days at a time, including one period when the child reportedly survived on birthday cake and called authorities seeking food.
Prosecutors say the case centers on two separate incidents in November 2025 involving Phillipi Angela Walker and her daughter, who investigators said has a disability that may affect her awareness of her surroundings. The allegations have raised questions about child safety, supervision, and compliance with an existing child protective services plan. The case remains active, and a court hearing is scheduled later this month.
According to court records, the first incident allegedly occurred on Nov. 21, 2025. Investigators said Walker left the country and traveled to Honduras while her daughter remained alone at the family home in Fort Bend County. Authorities said the child was by herself for about two days before contacting law enforcement to ask for food. Investigators later wrote that the child might not have been discovered for several more days had she not reached out for help. Local television reporting cited detectives who said the girl had been eating birthday cake while alone in the residence. The child was eventually located after deputies responded. Investigators noted concerns about her ability to recognize potential dangers because of what they described as a mental deficiency.
Authorities said the situation did not end with the initial discovery. Court documents indicate that only a few days later, on Nov. 24, the home remained under surveillance because of the earlier incident. During that period, investigators alleged that Walker again left the child alone. This time, officials said she went to work at the Houston Veterans Affairs Hospital for a shift lasting from midafternoon until after midnight. Deputies later stopped Walker and questioned her about whether anyone remained inside the residence. According to investigators, she did not provide a clear answer when asked if a child was at home. Officers subsequently entered the residence and reported finding the girl alone once more. Authorities also stated that several large knives were accessible inside the home, creating what they considered an additional safety concern.
The allegations emerged against the backdrop of an existing child welfare plan. Investigators said Walker was not supposed to have custody of the child at the time because of a prior arrangement involving Child Protective Services. According to the affidavit, the plan called for the girl to stay with another family member following the earlier incident. Officials contend that the child nevertheless remained in Walker’s care. The details of the CPS involvement have not been fully released publicly, and authorities have not disclosed the full history that led to the arrangement. Court records also do not identify the child by name, a common practice in cases involving minors. Officials have likewise released limited information about the girl’s current condition, though authorities have indicated that she was removed from the unsafe environment described in the charging documents.
